Firstly, here is a plot of the fraction of pitchers active in any given year that ended up as Hall-of-Famers. I used ERA-title-qualified seasons for this calculation. It is generally very similar to the hitters' plot, including the Federal League dip in 1914-1915, the World Ward II dip in the mid 1940s and the general drop from 1930 to present day.
